SUCs NEED 17, 057 Teaching Staff: REPOST

              More full time faculty are needed in state universities and colleges, according to a lawmaker.
Pasig Representative Roman Romulo has asked the Department of Budget and Management (DBM) to create more positions for full-time faculty in state universities and colleges so they can meet their 17, 057 teaching staff shortage, improve their performance and delivery of quality education, and become globally competitive.

            The estimated shortage of 17, 057 faculty in state universities and colleges is based on the 2014 survey of the Philippine Association  of State Universities and Colleges (PASUC) he added.

           The House of Representatives Committee on Higher and Technical  Education Chairman said PASUC has estimated that the creation of more faculty positions in state universities and colleges will require funding of approximately P5.5 billion.

          The DBM has not given additional positions to state universities and colleges for the last 15 years, he said, quoting the PACU report.

          Romulo said Presidential Decree 985, the Budgetary Reform Decree on Compensation and Position Classification issued on August 22,1976, is reportedly still  being used as basis for the present roster of faculty positions in state universities and colleges. Read More..

RDC PRESS RELEASE-

RDC XI APPROVESDAVAO REGION 2016 INVESTMENT PROGRAM, LONG-TERM PLAN; ENDORSES MINDANAO LONG-TERM PLAN

The Regional Development Council (RDC) XI was convened by its Chairperson, Davao del Norte Governor Rodolfo P. del Rosario on 16 December at the Seda Hotel, Bajada, Davao City, to discuss matters that needed the Council’s immediate action.

During the meeting, the Council endorsed the Mindanao Spatial Strategy/Development Framework (MSS/DF) and Priority Programs, Activities and Projects, 2015-2045.  The MSS/DF provides policy options for managing land and other physical resources of the Mindanao Island according to the three (3) National Spatial Strategy (NSS) priorities of concentration, connectivity and vulnerability reduction.  The MSS/DF is consistent with the NSS spatial strategies that guide the public sector policy and decision makers in bringing about efficient settlement, production and service delivery systems for sustainable land use and disaster risk reduction.  The MSS/DF formulation is an initiative of the NEDA Board’s National Land Use Committee and Regional Development Committee.

The Council also approved the Davao Region Physical Framework Plan (DRPFP), 2015-2045.The DRPFP provides policy options for managing the Region’s land and other physical resources.  It is also consistent with the National Spatial Strategy and the MSS/DF and shall be the long-term development blueprint of Davao Region.  The Plan features a network of growth areas comprising of Metropolitan Davao, Tagum City as the Region’s next highly urbanized city and regional center, five sub-regional centers:  the Cities of Digos, Mati, and Panabo and the Municipalities of Malita and Nabunturan, as well as, provincial centers.

A P76.1B Investment Program for 2016 was also approved by the Council for Davao Region.  The 2016 Annual Investment Program (AIP) translates the strategies and targets set in the Updated Davao Region Development Plan (UDRDP), 2014-2016 into actual investment projects for the year.  The projects that went into the Investment Program were submitted by the regional line agencies, in consultation with LGUs, proposals from the Regions’ state universities and colleges and government owned/controlled corporations and are responsive to the 10 priority areas or chapters of the UDRDP, 2014-2016.

Among the provinces, Davao del Sur is expected to have the biggest share of public investments at P23.4B.  Sector-wise, the Infrastructure Sector agencies proposed the biggest share with P37.04B worth of public investments.

The Council also endorsed three (3) major infrastructure projects, namely:  the Francisco Bangoy International Airport Development, Operations and Maintenance Project and the Davao (Sasa) Port Modernization Project for Public-Private Partnership or PPP or PPP, and the Davao City Bypass Road Project of the Department of Public Works and Highways for national government and official development assistance financing.

In the same meeting, the Council recognized Dr. Manuel P. Vallejo of the Francisco Bangoy National High School, Davao City, who emerged as one of only two (2) National Individual Awardees out of a total 83 nominees nationwide in the 2014 Search for Outstanding Volunteers.

The Council bolstered the Davao Region initiatives related to the ASEAN Economic Cooperation (AEC) integration. It enjoined the Department of Trade and Industry XI to establish a regional unified website containing information on the tax and duty rates per commodity; enjoined the Bureau of Customs to prioritize Davao Region in the operationalization of the National Single Window (NSW); and approved the Regional AEC Integration Readiness Scorecard.

Finally, RDC XI Chairperson Governor del Rosario enjoined the Council’s full support for Davao del Norte’s hosting of the 2015 National Games (Palarong Pambansa), committing to conduct the best Palaro ever.

BOT Confirms 6 MOAs during the 80th BOT Meeting

            The 4th regular meeting of the Board of Trustees of  Davao del Norte State College happened last December 10, 2014 at the Commission on Higher Education Central Office in U.P. Diliman, Quezon City. In the meeting, the board confirmed the following memoranda that the College entered to within this quarter.

Dr. Tejada Grabs the BEST PAPER AWARD

Dr. Rosie Lynn Tejada, Director for Extension, joins the roster of winners from the roll of participants from different regions joining the 49^th PAEDA BIENNIAL CONVENTION held last October 23-24, 2013 at Farmer’s Training Center, Central Mindanao University, Maramag, Bukidnon. Dr. Tejada caught the attention of the jury when she presented the extraordinary output of one of DNSC’s extension projects entitled “Community-Based Mangrove Conservation and Aquasilviculture: A Fishery Livelihood and Resource Conservation Project in Davao del Norte” that eventually bested among nine others and hailed as “ BEST PAPER ” under Agricultural Growth and Food Security Cluster. Mr. Cyril Tom Ranara, the Project Leader, was also present during the whole duration of the forum.

Dr. Tejada also presented another paper entitled “Coliform Content of Shellfish (Anadara antiquata) in Davao Gulf” under the Sustainable Agricultural Development Cluster. Also joining Dr. Tejada was Marjho Mae Saceda-Cardoza, MIS Director of DNSC REP. Miss Cardoza also wowed the audience in her paper presentation entitled “Tridacna/Taklobo Tours: Conservation and Livelihood Opportunities for Coastal Communities in the Island Garden City of Samal” which also won as the Best Paper in recently concluded 26^th Regional Symposium on Research and Developments Highlights.

TRIDACNA TOURS bags the BEST PAPER AWARD

Dt. Girley Gumanao and her winning paper.

Dr. Girley S. Gumanao, a scientist from Davao del Norte State College, marked a record once more in the field of research and development as she topped among other presenters in Development Category under Marine Aquatic during the 26^th Regional Symposium on Research and Development Highlights Farmers’ Forum in Davao Oriental State College of Science and Technology (DOSCST) in the City of Mati, Davao Oriental last August 20, 2013.

Gumanao’s winning paper entitled Tridacna Tours: Conservation and Livelihood for Fisherfolks in IGaCoS (Island Garden City of Samal, Davao del Norte) won the heart of the panelists including Mr. Armando Angsingco, PACC-Davao Oriental; Dr. Irvin Generalao, SPAMAST President; Dr. Edito Sumile, DOSCST President, Dr. Jonathan Bayogan, DNSC President; Ms. Maria Teresa De Guzman, DOST-PCAARRD; Dr. Edna Anit, DOST-PCAARRD; Mr. Arnel Rodriguez, DOST-RXI and Dr. Lourdes Generalao, the Consortium Director.

Prof. Lemuel Cardona, OIC-DNSC REP Director also awarded as 2^nd Placer- Best -Research Category under Marine/Aquatic, with his paper entitled Species Inventory and Fisheries Assessment of Sea Cucumber in Key Marine Geographic Regions in the Philippines. It was followed by another paper entry from DNSC entitled REEF FISH STUDY: Capacity Building for HEIs in Region XI on MPA Benchmarking and Monitoring: An Adaptive Mechanism for Climate Change which was presented by Ms. Marjho Saceda Cardoza.

Tridacna Tours also ranked third in the Best Poster Category. These achievements truly mark another milestone for DNSC Research, Extension and Development Programs to be always relevant to the community it served.
